The Fourth Pan-Commonwealth Forum on Open Learning (PCF4) was organized by the Commonwealth of Learning (COL) in association with a Caribbean consortium and brought together stakeholders from governments and institutions, including educators and allied professionals from throughout the world to discuss "Achieving Development Goals: Innovation, Learning, Collaboration and Foundations".
